Gen. Hayden, who engineered the illegal, warrantless, domestic spying program is being transferred to the CIA. The men who he cites as references are both lauded by Bush for their incompetencies or crimes, yet resign under an environment of criticism. He describes himself as the protege of a man who didn't catch the 9/11 plot and the man who resigned suddenly amid rumors of "Hookergate". Both he and Mr. Bush emphasize that above all, the CIA must not leak its projects to the press. This is fair, of course, because CIA employees sign agreements not to do so. However, the leakers consider themselves whistleblowers, which is confirmed by the public outrage at the existence of the leaked programs. In addition, a general should not lead a civilian organization such as the CIA.
Lastly, perhaps I am reading too much into his words, but General Hayden vows to protect the Republic(ans) and not the democracy. I can only hope that he will also protect our democracy as well.
